So my fortress is currently almost straight up and down.  I basically dug 15 floors deep using up/down stairs, then from floor 1-4 I made my farming and kitchen operation, B14 is my Barracks, and B15 is some workshops.

B15 also has my broker's office.

The Dwarven diplomat chases my broker down there, meets with him, announces that they're done, thanks him, then sits there until he goes insane and starves.  In addition, upon thanking him and preparing to leave, the game slows down considerably -- as far as I can tell, the diplomat is spamming the game trying to find a path out of the basement without having to use the stairs.

Has anyone else experienced this?

that might be why I had 5 liaisons go insane - they were all downstairs, either in an office or the meeting area. the 6th one had his meeting outside because there was no office or meeting area, and was able to leave.

I am not sure of the chain of events, but I had a similar experience.

I got the 'aok' message after sorting out some trade stuff, then later I got a message saying that a diplomat broke an agreement( or similar)

By chance I happened to look in a pond I was building and there he was stuck in the water (with my ever helpful dorfs throwing buckets of water down on him  

He has thrown off all his clothes and after I built a ramp for his escape is wandering around the dining room not escaping.

I have just gone to 33a and he died

I'm not sure of the exact cause, but yeah, this is an issue.  I'll make note to see if elevation is a factor.
