Alcoholic beverages usually has that effect on most NPCs.
Forget Bluff or Diplomacy checks, just buy them a few rounds of ale and they will start talking.  :P

Probably some variant of Precocious Apprentice that seems to have been balanced by a blind possum that's had too much whiskey. There's a surprising amount of those, you know. :P

'Easy Minmaxing' - This feat allows you to use one spell/day up to your Int bonus higher than your current level.
