Mandates w/out Justice = Not so bad?

I got my first not easy mandate--gonna have to get lucky on imports to complete it (need glass).  So I looked up what happens when you fail a mandate.

Failure = 1 bad thought for baron + punishment for some (random-ish) dwarf.

but

No dwarf assigned to Justice (sheriff or captain of guard) = no punishment + 1 (more) bad thought for the baron.

So failing the mandate will give my baron 2 bad thoughts. 

If my baron is a happy camper, 2 bad thoughts aren't really that bad.  Right?

And...

If my fortress is generally happy (no tantrums) there is no real reason to have Justice (sherrif/cpt. of gaurd).  Right?


Or am I missing some obvious down sides?

If you ever set up a justice system, all that punishment that doesn't happen because there's no justice will all be meted out at once.

Besides, Dwarves who tantrum can be dealt with via the Fortress Spider pit, not by the hammer.

For maximum usefulness, give your fortress guard wooden or bone crossbows. Harmless enough when giving beatings, deadly enough behind fortifications when shooting spiky metal death at invading gobbos.

Nah, the trick is to let the violations accumulate for a while and THEN implement justice.  You'll get to see a Stalinist purge in your fortress.

My fort is up to 46/50 dwarves with pending jail time. The only ones with a clean record are my starting 7 miner/duke, a legendary pure wrestler who is a former mayor, a (relatively) lesser axedwarf and my gem setter. Shit might go down eventually but I don't think it would be too hard to keep it under control (famous last words)
