They do have a chance of winning. Just not a lot.

If it remains in port, we can swoop in and sink it IN port. Right? One would assume this.

Makes sense. Or you could simply capture them and tow them out to sea. Those ships are valuable after all.

Depends what its orders were.  But yes, ships in port are sitting ducks.  They'd either get captured or sunk, so attacking at least gives them a chance of surviving.  Or of course they could just abandon ship whilst at port and save their lives, but since it is a reasonable assumption that they are inclined to defend themselves against the people who just murdered two thirds of the city...
