If you see this, then you've probably seen the other Let's Dev topic. I am not copying this idea. I had it too, but someone got ahead of me.
I'll be making a program (Any program you can think of. I might even make multiple if I can't combine your ideas into one program.) entirely out of your ideas. Don't be afraid to specify the details or offer entirely new ones.
The program will be made in Python and converted into an exe file so you wouldn't have to download and install Python. (I'm having trouble with py2exe, but I can start writing code regardless. And if it should take longer than expected, you can just install Python and still use it.)
I won't be using graphics (I don't want to bother to learn to make graphics in Python as I'd have to use a 3rd party tool. I suck at drawing anyways.) except some ASCII marks if you really want to.
So start suggesting stuff and I'll add them ASAP. It's summer vacation so I have loads of time.
Planned:
henchman - leedsichthys boy - powers to him
enemies - citizens, different kinds of police, superheroes as bosses or mini-bosses
save & load system - probably encrypted or hidden... preferably encrypted
Developing:
battle system - turn based, HP, MP, using powers and items
Done:
character creation - name, skill, power - get items according to that

You play as a supervillian fighting against superheros in a city, its gameplay will be RPG style gameplay.

Make it so you can choose from a variety of powers, these will basically be classes. For the tutorial you start as an evil sidekick, but your mentor is killed and you aquire his stuff. The stuff you get is based on the power you chose.

Yes, one of those. Largest fish known, IIRC.

Also, there should be a weapon that fires shirts.

I finished everything based on your first two ideas. Seems I got two more. I'll get making.
(Just saying that I don't prefer weird stuff. So if anyone wants to offer something normal, I can make a separate program. But no worries. I knew what I signed up for. =D)
How is a fish moving on land? Magic?

Right... How silly of me not to notice. =b
I got the basic character creation ready. It will probably improve later.
How about some ideas on the battle system?
Perhaps the powers and items that our character can have?
What are the superheroes like and what do you get from fighting them?
There's so much to be answered. I could fill it all up myself. No problem. But I don't think quite in the same direction you're aiming currently, so it might turn out different than expected.

Battle system will be turned based. You get a HP Meter, and an Energy Meter. HP Meter is obvious, Energy Meter is your energy to use your powers. Lets say your powers are fire, then fireball would be your basic attack that you can use without any energy. But as you level up you get abilities that may need energy, for example a mvoe called Inferno could use 5 Energy. Energy will go up by a fixed rate every turn, could be determined by stats.

Ummm... Maybe you mash the space bar in battle-mode to chug your collected energy drinks to gain energy?!
Monster, of course, gives the biggest boost, but if you drink too much you mutate... Or something?

One superhero can be a speed-addict frog wielding a chainsaw, maybe. You defeat him and get to steal his clever signature. :P

Cup of tea = potion of cure mutation. Important, taking into the amount of energy drink you will be chugging.

Fine... My weirdest idea I can think of.

Instead of equipment your character will have a house that is the psychological manifestation of his will.

The Luxuries within the main character's house thus represent the different aspects of virtue he has as well as his desire to protect the home that is the world.

The game world should also be represented inside the house through paintings and maps that will change according to the story.

You can still find equipment but they would represent items that touches the character's own heart rather then that of true raw strength.

Essentially this house represents the characters mind and body... as well as a representation of how the character views the world.

When the outlight is possitive the windows show it with bright imagry. When the outlook is negative the scenery is dark and dismal.

As well the house could also change to reflect the main character's physical health as well as mental health. A nearly dead character has a falling appart foundation while a nearly insane mind warps the house.

Though still ultimately the house is psychological.
