In fact, it doesn't because dwarven shields, while large, are certainly not large enough to be tower shields, enough for the soldier to completely be protected by it in case of a fire breathing attack.

Worse, bucklers visibly protect from dragonfire.

Robes, no matter what their material, also degrade over time, and may be claimed uselessly by civilians.

Density is the primary factor of importance when it comes to warhammer and mace power.

Silver is better for hammers, but you can't make a silver shield because a shield is armor.  You can make silver weapons.  Steel and bronze are preferred a lot of times because they're rather powerful materials.  That being said, steel edged and silver blunt are somewhat better than alternatives.  Silver edges are never good.

I don't think shield material much effect on the usefulness of the shield.

Blocking with the shield in combat is determined by the shield skill and nothing else as far as I can tell. Shields either block or they don't, they are never penetrated like an armor layer.

Material pretty likely effects the damage done with shield-bashing though, which might be a slight disadvantage if your soldiers use spears/ picks that get stuck in wounds, when they will use alternative attacks like shield bashing. This probably makes adamantine shields the worst material possible to use for shields.

If metal is short, might consider making shields out of wood. Wood is also lighter which might help your soldiers move faster.

Strange thing with silver is that dwarves don't make silver crossbows out of it, but goblins do. It is also impossible to assign Weapon crossbow with Material silver (I consider it a minor bug) - but since you can assign specific weapons it's possible to assign silver crossbows of goblin origins. Crossbows double as hammers sometimes, so it would be the best material for them, I think.
