I think this means your dwarven civ doesn't have access to iron

But if they don't have access to iron, how they're able to make steel out of non-existant iron?

Wrong. It's because they jealously guard their goblin christmas gifts, which they coppice to replenish their valuable steel stockpiles.

Goblins don't get steel.

Dwarves do. Sometimes they even make it from goblin iron.

Hmmm...

What about worlds without goblins and with dwarves having steel anvils then?

Or worlds where the goblins don't have iron either.

Science time: Mod out iron ores, generate world. Check if steel anvils are there.

They harvest it from Iron men statues. As primitive people without anvils, they're forced to gang up on it and throw rocks until they knock off its head. Then they melt down the statue it leaves behind. After refining this very rare and valuable iron to the much more valuable steel, they wait around until someone struck by a mood makes an anvil, which they give to your embarkation party in hopes that you survive long enough to find an iron ore deposit.

So you see, in this situation, by taking the steel anvil, all the hopes of peace-loving dwarvenkind rest on your shoulders.

If you don't believe me, you can actually check it in legends mode. if you see dwarves "mining" lots of Iron men during worldgen, your dwarven civ probably doesn't have any of the more normal ferrous ore mineral veins.

Science time: Mod out iron ores, generate world. Check if steel anvils are there.

They will. Trust Me.

If you want your civ to always have iron, give them a reaction that forms iron in a workshop but do not give them the workshop, I'm pretty sure that should do the trick (same for copper and coals /etc)

Fah, puny humans throw rocks to knock heads off Iron Men.

Dwarves throw Elves to knock the heads off Iron Men.
