We're playing with 12 civilizations (all randomly picked), 10 city states (I wanted a scarcity of city states instead of the mess that 30 of them make all over the map), the map is huge and set to Earth, resources are set to sparse (never played with this setting before, but I'm hoping it'll encourage some actual wars over resources), raging barbarians is on, policy / promotion saving is on and complete kills is on.

Prologue: A Letter to the First Chancellor

Mein Herr Bismarck,
I am writing to inform you, oh Iron Lord of the Germanic Colonies, that we are in a dreadful situation. The people are unhappy, their children starve in the streets,
our economy is broken and collapsing and enemies encroach on us from every side. 
   The German people need YOU, oh Steel Eagle that Soars in our Hearts, to rescue us from this furchtbar position. Please, Master of the Skies, Seas and Land(s?), use 
your mighty powers of foresight, hindsight and zeitgeist to lead us into a new era for the German Reich!
   Enclosed is a history of the German people up to this point in time so you may familiarise yourself with how we have failed without you.

Chapter One: The (Very Cold) Birth of the German Peoples
They say that, at the very start of time, the German peoples had far too little land and their empire covered all the south lands. They say that they were far too hot in the southern lands and so moved up to the top of the world to live as Germans should, in cold conditions and covered in fur.

We are not sure if any of this is true (probably not, but who's judging?) but what we are certain of is that our ancestors founded Berlin in the far North of the world, surrounded by ice and cute furry animals that they soon bludgeoned to death for their meat and warm fur.

From geological findings, we believe the German peoples to have started to discover how to trap (and therefore more effectively kill) the cute furry animals that were undoubtedly delicious and warm. This was a sensible move on their part and no doubt is what resulted in their continued survival in these harsh conditions.

We are nearly certain that the warriors of the tribe must've been sent exploring to find enemy tribes to conquer and loot to be won. From what we can tell, there were remnants of other, earlier civilizations about the place that the Germans no doubt stumbled onto and advanced them by quite a large sum.

Sorry, lost the picture. It was a +90 culture points discovery, putting us over the limit of our culture points and therefore giving us an additional social policy. This will be your first decision.

Soon the early Germans no doubt had a decent idea of what their surrounding territory looked like and could easily navigate their way about.

Our only real question is, what did these Germans have for a culture? We have no doubt they did, but the question ultimately is: What WAS it?

I'd say Liberty because that seems the most effective one out of the three. Besides, Bismark isn't ruling yet so no need for any of the iron and blood stuff for now.

By the way, I think we're sitting in Siberia (specifically, the Kamchatka Peninsula) so we could invade and colonise North America in a short time assuming there aren't too many nations there.
