there's "elections" but...  to those.

Can you give a quick breakdown to the complex-sounding political situation there?

I'm not into politics (plus I'm under 21  ) but basically:
there's the "president" Lukashenko who people mostly either love or hate. he's basically the dictator, he's won the "elections" (several times? not sure.) even though the December elections were claimed by some to be rigged. He's mostly focused on attacking political enemies, doing popular things mostly to get the public toward him.

they have some folks that seem to be connected, though.
most likely a small group of insane, extremist radicals.

I was sorry to read that news. I hope your leader has learned from the second President Bush that (arguably) taking advantage of a terrorist attack as a reason for an action that would otherwise seem questionable can have poor long term effects on one's legacy and for the people he should love.
