Zombie Master is a HL2 mod based on zombies, unless other games those zombies are controlled by a "zombie" master which can do so in a RTS-like style, he can also release traps, cant find the link currently just google it.

No three people will control the zombies there are three clans
Night Stalkers ( More based on stealth than brutal strength and numbers )
Poor Breeds ( Mass amount of zombies not as strong as High Breeds )
and
High Breeds ( Fewer but stronger zombies )
