Has anyone read dragonlance books? In case not, here is a quick description of kender:
They have little regard for property; a family heirloom among kender is anything that hasn't been picked up by someone else for a few weeks. They usually don't go out of their way to steal stuff, but valuables tend to "fall into their pouches." Thus, kender are disliked, being thrown out of most taverns and such, but kender are usually only hunted by evil races that also hunt non-kender. Kender also have wanderlust and are (almost) completely devoid of fear, which prevents an explosion of population of kender.
How would one make an entity like this that wasn't hated by every other non-kender civilization?

I modded Kobolds to be playable, and people seem to be alright with them if they aren't trying to steal anything.

Also, I imagined Kenders being somthing like this... Someone, anyone, PLEASE prove me otherwise.

Haha, that'd be awesome, but their small size would make it difficult to survive, especially since they aren't warlike like the gobbos or conniving little bastards like the kobolds.  But basically, as I recall from the three or four books I read this summer, they look like humans, but much smaller.  Wiki confirms this.

Also, I know nothing about creating such an entity, but it'd be super cool to be a Kender adventurer.  Though they aren't really very good at fighting...  Maybe if you could mod their weapon to be really good.

Hey, i'd mod them in as a whole civ, only so i could genocide them and make -kender skin cloak-

This is a masterwork Kender skull throne. All craftsdwarfship is of the highest quality. It menaces with spike of kender bone. Engraves of the item is a picture of Dwarves and a Kender. The Kender is surrounded by Dwarves, the Kender looks terrified.

I'd say that this is evidence enough that you can't mod in Kenders without everyone hating them. Or without making them significantly less annoying. So in derailing the thread we've answered your question. You can do it if you want to, and no one here would stop you, but I suggest taking a few liberties with them. Give them a bit more spice, some culture, anything to make them a bit more interesting and far less annoying.

I would use a kender mod if they didn't have [TRAPAVOID], but only because I could then wreak horrible horrible tortures on the little bastards. Never mind the ingame civs hating them, the players will hate them more!

Kender are bad :(

I think partly because of there shallow personality. Realy, if I were adding in their personality traits then everything would come down to [PERSONALITY:(trait):100:100:100] or [PERSONALITY:(trait):0:0:0], about or boring as a race gets.

And Kender caravans would probably leave with more stuff than you sold them. Rather than guarding the caravan, the guards would probably investigate your fortress, stumble upon your gems and nick them all...
