Sounds like you're thinking of a Stanford Torus. A Banks Orbital is essentially a Mini-Ringworld (Yet they can still be Huge by modern standards.)

Neh; sorry to burst your bubble, but those aren't fetishes (or at least not mine; I did know someone who had a fetish for tram and subway cars, tho.). It's just part of being a bullying, passive-aggressive jerk. Big, strong, easy to tick off targets are my favorite.
