It would have to be something that doesn't actually rise, because if it did, you could simply change your frame of reference and it would be going down.

There is an large boat floating in some water. Down the side of the boat hangs a rope ladder. The width of the rungs is 1cm, but the gap between rungs is not constant. The gap between the first and second rungs is 1cm, the gap between the second and third is 2cm, the gap between the third and the fourth is 3cm, etc.

The tide goes from low to high over the course of six hours. In the first ten minutes, it rises by 1cm, in the second by 2cm, in the third by 3cm, etc. However, after the three hour point, the tide slows down, at the same rate that it increased by, so tide change in the second three hours is symetrical to the change in the first three hours.

As low tide, the water level is 1cm above the top of the third rung. How many rungs will be sumberged at high tide?

A couple answers:
1) Very little because most of the Earth is somewhat deeper than the ocean floor.
2) If we're talking about earth as an elemental or geographic concept, not Earth as a planet, then "earth" = "ground" = "everything that's not water", so none of it.

bingo. Although water covers around two-thirds of the earth's surface (which is the answer lots of people give), its a negligible part of the earth's mass.
