How did 135 come into play anyway?
One of the lines is:
It's neither 13 nor 7, but one is a fourth of the way correct. The other is closer, and half of it is a fourth of the way to correct.
In my guess of an eight digit number, I took "fourth of the way correct" to mean that it is two of the eight digits. half of 7 is 3.5.

The comment about one third of 135 being one fourth of the way correct leads me to believe that it is four digits, with one of the four digits being 1,3, or 5.

If I carry on with the four digit number hypothesis, this will give one of the digits as seven, and the one of the digits as 6 (as half of 13 is 6.5, and since 7 is already taken I will round down).

One of the lines is It's where half of my name is found. Initially, I thought that meant that 2 and 6 were two of the digits, but I couldn't make any progess with that.

The possibility of it being a year has been brought up, and that seems to fit it very well, so I will assume that. The year must be AD as opposed to BC (or CE as opposed to BCE), so the first digit must be a 1.

I guess 1776.

Very good reasoning all around. However, you're wrong on a few points. 1776, while an awesome year, is not the answer.

Is it 28?

42?

Or maybe 1997?

It's one of them. What's the reasoning?

No.

If someone wants to give the reasoning behind the answer (42 or 1997) I'll consider this riddle solved. After braving indirect fire to stay on tonight, I've got to go to bed and pack. It might be awhile (up to 48 hours) before I can get on again.

Stuff that happened in 1997:
Nobel peace price for Int. Campaign to ban Landmines
Princess Di died
Red River of the North flooded
Harry Potter published
F22 Raptor first test flight
What else?

And I still don’t get the numbers

I'm assuming the 1997 answer is deduced from the fact that the acoustic phenomenon known as "the Bloop" which you (may have) referenced was detected in 1997, according to Wikipedia.

The needy want, but never need
Oft declared, never achieved
Many tried, never succeeded
Many died, the past unheeded

True Communism?

I really need to pay more attention when I do this sort of thing. Anyway, have a cookie.

This is one that you'll either get right away or you'll spend some time trying to figure our how it works.

You have to distribute a hundred apples between eight people in such a way that everybody has the same number of apples, and nobody has any partial apples.

Everybody gets twelve apples and you eat the other four.
