I haven't been playing or reading the forums for a while, and haven't played any versions more recent than 0.31.12.

What significant changes / bug fixes / ne bugs have been made since then?

Best would be to read the dev notes or the actual release notes for each version since 31.12.

Open bugs can be viewed on the bug tracker.
