When I left my apartment today, there was an unrecognized cat sitting on my porch, with foam visibly dripping from its mouth. It was completey fearless of me, as I had to walk past it to get down to my car, and I noticed it had a collar on.
It didn't really move, it just watched me the entire time.
I hope it doesn't have rabies, and that it's ok.

Call up local vets/police, do not touch it or try to kill it unless you have defend yourself from an attack in which case do not damage the head or go unprotected/near it as much as possible. Rabies is serious shit.
