Well, he can still send tech with those submarines.

Really? So he has extensive technical data on his entire techbase in his hidden submarines? And even if that were so he can't prevent us from getting the tech, we control all his countries, which have the tech.

He took all the important research notes and documents. You could, say, attempt to reverse engineer the techs, but you don't actually have the information about how they work. Meaning that he can give his secret techs to whoever he wants, and you'll just have to research it. (Or ask nicely for someone to give it to you.)

I hereby declare our magical non-existence Atlantis.  All true Argentinians are with me in Atlantis.  Also, note, with Laser Guns and Advanced Alloys going to everyone (even the U.N.) any advantage gained by the unscrupulous forces of Egypt and Russia is lost.  This should be interesting ;)
