(can be applied to an existing save, same goes for Quietusts diplomats fix).

I know that modifying a position definitely requires a regen, since entity positions are stored separately for each individual civilization - do positions added after worldgen actually get added onto existing civilizations?

In my experience,  no.
And dfWorldTinker can't help you, either, so regen is unavoidable.

Does getting the DM to appear with this mod allow exotic animals to be tamed and bred?

Does for me.  Once I assign the DM, I can tame exotics.
I did not test taming for unassigned DM, or for a DM with no assignment tag (i.e. a new embark has one assigned automatically).

Does for me.  Awaiting reports.
I have not had my assigned tax collector try to collect taxes (small fortresses, not playing much due to all the other serious bugs getting on my nerves), but the hammerer does his job.

The only way to let it happen is to let Dwarves have no ethic against mutilation of sapient species' bodys.
Considering the impact on trading with Humans who have that ethic, I'm wary from changing.

Decomposition of skeletons (or lack thereof) can not be addressed in the raws, either.

Unsure if a custom workshop could be used to simulate some of this, though.

another work around for the DM is to just make all creatures [PET] and loose the exotic part.  I modded my RAWS to have EVERY creature as a pet and trainable.  it is so awesome.

Good idea, this thread. :) One suggestion, though: for each proposed fix, please consider making explicit exactly what the problem is that it will fix. For some who hasn't played the game in a while, it's not obvious what (for example) the problem with whips/scourges is.
