Necromancers are having fun. I've added a bit more information to the necromancer towers, allowing the zombies to build them up a bit to increase a site zombie cap. If the necromancer is at their zombie cap, they can still raise more zombies, but they are added to a wilderness population instead.

I did a bit of testing to show the population scaling on each terrain type. So, for example, a desert site might grow 1 per 2 areas, while an arid site might grow 1 per 2 per 16 areas, or an arid swamp site might grow 1 per 4.3 per 3 areas. Since the population is scaling, I expect to see this behavior as I go further into development.

Some things to note:

The necromancer doesn't have a "build site" that triggers when the world is loaded. They just build new camps each area.

All zombie population is set to 0 once the camp is established. To allow more zombie activity, there will occasionally be a "m
