Possibly. According to the article, it would have been nearly impossible for an illegal wrecker crew to salvage them without very noticeable equipment. Unless they grabbed with several coordinated submarines with grabbing equipment, technology I don't even know currently exists at that scale.

For all we know, it could be SCP-118.
