Went to the bathroom at work, found that someone had crapped on the seat of both toilets, and in one of them they forgot to flush. I'm told this is unusual for the men's room, but not the women's.

Why would anyone think this was a good idea.

600 people in 20+ years is not that many.  I'm sure for people living in Bosnia the mines are just another fact of life they don't think about often.  Like hurricanes in Florida.  A casual attitude towards local dangers is nothing new.  Of course, the numbers are only that low because people are self preserving.

It's a pretty entitled attitude to expect people to have to listen to your complaints

I have to wonder how some of those people just aren't dead of their own stupidity. Like in old role-playing games, there were monsters that could drain your attributes, and if any attribute reached zero—even INT—you were just dead, deader than dead, no ifs ands or buts.
