Those options look really suspicious to me.
Personally I sometimes have the exact opposite problem of it opening things its supposed to download. The wiki works fine for me though.

Your ISP or computer (or something in between?) is probably caching things much longer than it should. It'll start working for you shortly I'm sure.

Downloading the wiki would have been awesome though.

You can. I did for a long trip without internet. Used http://www.httrack.com/ and downloaded the entire wiki, took about two hours though.
