Haha, I told you, (Craft)Bukkit is IDENTICAL TO VANILLA if you don't use any plugins.
That includes not including a /who command.
Jaycraft used Essentials for that, but seeing as you don't seem to want most of the features it provides... 

By the way, I would recommend MCDocs (along with Permissions/GroupManager [the latter being handily bundled with Essentials]) to give your players ingame help that's actually relevant.  Most of Os' command list there is, I'm sure, op-only, so forcing your regular users to sift through that list to see what they can use is pretty uncool.

Yes. I have watched several creepers blow up with no impact on the world.

This is due to problems with GuestPrev.  We're all locked out of it until it can be removed.  Nothing to be terribly worried about.
