As my second submission, I submit Scipio. The Zulu under Shaka Zulu did extremely well against the British Empire in the late 1800's. This was due to their emulation of the Roman style of military (standardization, etc.). Now, Scipio was one of the best Roman commanders to exist at any time. With the Roman's superior materials, they might be able to take on a more modern opponent.

If Scipio is unavailable (for whatever reason) my backup is Sun Tzu. If someone else wants to submit him, that'd be dandy.

Is darth vader really a very strategic person? Sure, he's a very deadly bloke, but he makes some unforgivable tactical decisions. Emperor Palpatine, on the other hand, would be more suited.
