Can colonisers be upgraded?
Yes, but they have 3x the IP cost of a standard unit, and cannot drop below 0/3/0/1. Their initial armor bypasses the armor tech limit, but further would need a tech level of at least 4 if you don't want a penalty.

The main point in their armor is so that they're harder to transport.

wait that means they cost 15 IF you have defense 3, shouldnt they cost more than that without?

You would think so, but no, they're a special case so long as they're unmodified. It only increases their survival rate against missiles anyway.
