I find it likely that the average joe is a pretty OK person, but the rich and powerful have an overwhelming tendency to be dicks who take what they want.

Yeah, I believe that power corrupts is true to an extent, but not that it's the main problem.  I think the main problem is that seeking power is a good sign of a person being corrupt in the first place.
