Have you considered covering said steel in oil or otherwise putting it in a low-oxygen environment?

Just add salt to your metal, that will stop the rust by keeping it nice and dry.

I'm pretty sure iron still rusts without water, water just accelerates the proccess. Also, to stop rust completely, you'd have to remove all oxygen from earth.

Yes, but at a much more acceptable rate. Add water, though, and I'll spend about five hours attempting to remove eight medium-sized chassis bolts.

 No, salt water fucks up metal. Take a look at any car in the northern US v.s. one from texas or mexico. Most of the edge guff is totally potholed and rusted out.
 Theres a reason why navy ships are always painted on all sides, inside and out.
