I don't remember having problems with levies...  since I tend to bolster their lines with samurai...?   Or are some particular levies just worse then other levies when it comes to morale?
Some are worse, but I do believe that having a strong unit nearby, aka samurai, bolsters morale.  I am also pretty sure that having a unit on your side that is doing quite well in the fight increases everyone morale a bit, so that probably couvers the levies from routing.
Mrm... not exactly.

How it works is that every time a nearby allied unit routs, it lowers the morale of anyone in the vicinity. So this can lead to chain routs. Having higher morale troops merely breaks the chain somewhat.

So how's the modding scene?

I'm thinking total conversions/huge content boosters like Europa Barbarorum, Stainless Steel and the LOTR mods. Are there any? Are they good?

AFAIK, there aren't any 'massive' mods for S2 :(

I think also having flank covered gives a slight morale bonus. Pre riot, that is.

That's why I really like the early siege unit you get as Hojo once you finish that quest.

The morale penalty the enemy gets when under siege fire is almost always enough to turn the enemy running like weepy men.

I just realised that I have never used siege unit despite 140 hours in. When I heard they cant move I somehow came up with the idea that they must suck so I never built them. Going to do custom battle with way too many siege units. ->

I never liked siege units, I can see their use but they're DISHONORABLE

Morale is probably the strongest force in the game.

I apparently didn't save the screenshot, but I had a game that ended with my best general almost dying, with about four of his guard left and around 50 odd Shimazu katana samurai (down from five groups of them, and a bunch of other units being completely demolished) and the enemy with two groups of 150 men each Ashigaru spears.

When all is said and done, they should've taken me out, but the computer is dumb and decided to rush me with his general before sending in the Ashigaru, getting him torn apart as my general calmly uses Stand and Fight the entire time. Then the two Ashigaru units charge one at a time, losing around 20 men then routing afterward. I went from ~1000 men to 50 (mostly due to having been attacked by my enemy's ally the turn before) and they had around 2500 taken down to 500 (including units that simply routed), but higher morale units are boss.

Those five groups of samurai ended up merging into two, making me almost lose the city the next turn (as my five star general was the Supply job, it would've benefit me more to not have that happen; five groups regenerating 50 men a turn is much better than two) but I managed to squeeze out some matchlock ashigaru and defend it until I could capture cities and get closer. I almost felt bad for my general; the province was Bitchu, and I was a province away, with two separate enemy armies on either side of him.

Which is pretty much right on the money.

1 Dollar = 1.3 Euro.

Seeing how the two values have been trending, you're getting a better deal right now.

Irregardless, if you like strategy games, this is the arguably one of the best ones out there. I've clocked around 50 hours into it. Totally worth it, if you're into that sort of stuff.

The only downsides that I've had with it is that it lacks a polished endgame and an odd matchmaking system for multiplayer. Advancing in the campaign does little besides give you more income and more units without dramatically changing how the game plays, and it usually boils down into you versus the world, which can be tedious. So, the start to mid-game is fun, but the end game suffers from the micromanagement issues that most strategy games suffer from. Online play can be exiting, but fighting 10 star guys when you've only got one star can be pretty frustrating, unless the other guy's not too bright.

Other than that, it's a good game.
