I think anything anti-tank is also anti-personnel ... although I think when people say anti-personnel they mean munitions designed to work best against people even if they don't work well against vehicles and armor and such.

Anti-tank = Armor destroying and will severely cripple the tanks offensive capabilities should it fail to outright destroy it and crew.
Anti-personnel = Massive amounts of bullets that are large enough to screw you over even if you have Kevlar and such.
