Er, you get the PP now, and later, in the final epic battle of justice, I think of something for you to draw. Actually it's kind of overpowered because you can just get immense perks and start firing millions of rounds a turn, but whatever.

I dunno, I can't think of any other way to do it, since I won't know what I need drawn until later, and by then you won't need the PP anyways since I'll be doing the final post.

If the Extra PPs seem broken, you could simply give people better equipment for the final battle if they draw stuff.
