1000% difficulty??  :o

So you prefer to meet NPR's that already have a fully-armed and operational battle station.

I think I'd dub your setup the "Scalzi" (John Scalzi's universe is full of hostile, higher-tech aliens; the only way humanity survives is by being some truly devious, ball-crushing bastards).

Honestly, I do that both because I like a challenge and to help the NPRs thrive against the special enemies. I got sick of running into NPRs that I could roll over with a couple 4-ship detachments. That, and better NPRs means better loot when I enslave or murder them all. But hey, at least I'm not bootstrapping myself at the request of a bunch of "pacifists" who don't want to fight their own battles.

I thought that with a difficulty higher than 100%, NPRs would almost always get a Duranium crash?

They're going to get a crash regardless, the only question being if they get it in a decade or two after getting enough tech to pose a credible threat or if I roll over their crappy fleet and take whatever is left. Though if I can find their home system I can always SM-add a few million of each mineral to their homeworld.

Holyshitthisgameissohard.

Seriously, Dwarf Fortress says it has a difficulty curve?

Anyway, trying to outfit my navy, I got a few grav/geo scanners going about the Sol system scanning shit, some 25 thousand whatever haulers the tutorial tells you to build just lying around, and developing a fighter with some badass shit man.

But I am having a problem, I have three hangers that are ALL COMMUNAL. Not navy.

my only navy hangar has three shipways and a 7000 ton limit thingy.

Can I retask the other hangers to be naval? If not, what the fuck do I do?

Assuming you mean "shipyards" instead of hangers, you can order new ones built in the Industrial tab of the Economics window. Just choose "Navel Shipyard Complex", decide how many to produce and what percentage of industry to devote towards their production, and get started.

Nope, you can't change commercial shipyards into military yards or vice-versa. From your Industry tab you can build more (they're listed as "Naval Shipyard Complex") . Newly constructed milyards have a single 1000 ton slipway, so you'll need to use the Manage Shipyards tab if you want to expand them. The middle section of that tab (labelled "Shipyard Complex Activity") has a dropdown bar where you can select to expand the capacity and number of slipways of the yard you currently have selected, or to retool it for a new class of ship to construct.

But if whatever class you're wanting to build is <7000 tons, you can retool your existing naval yard to build it.

I always SM mod a bunch of extra shipyards into the game at the very start since the game gives you a bunch of random ones.

Conventional starts solve the problem of the random-ass starting shipyards.  :P

Does the game generate random wrecks, or are they a sign of NPR activity? I've yet to find any aliens, but I've found several systems with wreckage.

Yep, random wrecks can be created during system generation.

What about jump gates? I've come across one of those leading to a black hole.
