When you say "kid", how old are you talking about? And how did he get two guns?

Kid as in 20. No clue on how he managed anything yet. This literally just happened today. It's Idaho, he's old enough to own the rifle but not the handgun.

Rifles can be used for hunting so Idaho gives them to kids at 18. Handguns are usually only used for self-defense so the state's restricted them to 21.

It's not too hard to get a gun in NZ. You need a licence, but I have no idea what the requirements for it are. We have a couple of big (probably small by US standards) gun stores around. I imagine we'd have more if there were a bunch of hyper-rich lobby groups spazzing out at the phrase "gun control", though.
Also of note is that NZ has a ridiculously high number of gang members to population, and most of their violence is knife-related, not gun-related.

Apparently, most of the time the only difference is the size of the magazines you can get and a pin that limits it to semi-auto fire, so...

Of course, its also legal in most states (including California apparently) to buy all the parts for a gun and put them together yourself, resulting in a gun with no serial number.
