It's never going to be good enough to play modern games, which is what I got it for originally, even if I upgrade it as far as it'll go, reinstall windows and remove all unnecessary stuff on the HD and inside the box (I'm looking at you, ridiculous amounts of cat hair). As this is what I want a computer for, I don't really see much point in putting effort into making it work better when it's still not going to be able to do what I want it to.

If I end up selling it or giving it away, I'll spruce it up a bit; get rid of all the dust, see what the hell makes it buzz like that etc, but for now I really can't be bothered.

The buzzing is likely the cooling fan going off its axis at a certain speed. Not much you can do but replace it. The damn things aren't easy to realign at all.
Also, one of the condensers on the motherboard might be blown, or at least pretty close to. That can also cause random system crashes and freezes. Again, not much to do there but figure out which one it is and replace it.

I once borrowed someones old computer. It lagged like hell and would lock up every 15 minutes.

I opened the case up and realised there was cobwebs and dust in the thing. I cleaned the dust and cobwebs and the computer became MUCH more reliable.

Open up 'yer case and see what's inside.
