It's just one guy developing it, Orange. His name's Scott Cawthon.
The first game wasn't even made with any expectation of any noticeable reception. It's made out of prefabricated frames as opposed to actual moving models doing things, and from what I gathered, in a rather short amount of time.

With all this sudden popularity for this game that was never expected to even be seen by more than a few hundred people, it's only logical to redo the papercrafted in gold leaf.
Money's also a factor, but it's more than just that.
