I have heard someone offer tea in the most threatening way I could imagine.

Seemed pretty friendly actually. I do quite like the idea of time traveling Daleks bending the laws of physics to exterminate thirst in the most refreshing ways possible.

Having only watched a single episode of that franchise.. I am kind of surprised to see a "friendly" Dalek.. Could anyone explain further?

The friendly Dalek plot was a mainstay of like half their stories. The Daleks are quite good at biding their time, you see. They even did that in their origin story, in which they were nice little killbots up until they decide the time is right to throw off their cloaks and murderize everyone on the planet. In that particular episode in the video,

they travel back into the past, and pretend to have been invented by a sleeper-agent android planted as a scientist in WW2.

These plots usually go along the lines of "doctor arrives, sees Daleks, flips out; everyone is alarmed by his concern and tried to reassure him that he has made some mistake; Daleks act menacing without actually menacing; doctor continues trying to thwart them, making everyone not like him; Daleks go nutters, shoot everyone; doctor foils their plans"

Well, I still need to see the new Hobbit movie, but I did see Saving Mr Banks. Featuring Julie Andrews as the author of the book that inspired the movie made 40-odd years ago being critical of the concept of the movie she played in 40-odd years ago!
