The joke here is that somebody once posted a comment on a porn video, "GIVE HER THE DICK" (it should be noted that this instruction was vigorously carried out by an actor, by my understanding), using Descartes as an avatar on the porn site. This somehow mutated into a meme attributing that quote to Descartes himself. I had thought this joke originated on /tg/, even though that doesn't really make sense on further reflection, because I'd only encountered the joke through threads on that board. This is due to the fact that it's the only board I ever visit.

The joke with the card, then, relies on interpreting the phrase "Tap target creature" sexually. Because The Philosopher is an actual special card that plays a role in the upcoming block of MtG, and that's the actual ability on the card, substituting a picture of Descartes for the original artwork creates a pun.
