Ok so there is nothing stopping anything from going at the speed of light, or even faster. You can travel at the speed of light. But there is a catch. You can not accelerate to the speed of light. It is like saying you are allowed to travel on the bus, you just can't get on.
Photons don't accelerate, they just go at a set speed. As such, it works.

Kind of.
It is an effect very similar to how electrons move where as light travels slower through a medium because it is bouncing around rather than going in a straight line. Its speed remains the same, but its velocity is less.

You know, I was wondering if there was a fluid through which light moves slowly enough that a running/swimming human could produce Cherenkov radiation.

Because, you know, that would be nothing less than really fucking awesome.

 You know what would be awesome? Cubes of frozen light that you drop into your drink to cool it off. Granted, once the light hit the drink you'd probably wind up with a face full of laser beam or something, but that would be pretty badass anyway.
