I can always snag code from a clock that would work how I want it to, modify it to rotate an image, and make the appropriate images for it.

I did a search online for something similar, and turned up nothing. What a shame.

I think that's one of the default programs pinned there, considering the others are WMP and explorer.
Also, Chromium's icon is better.
