Actually any creature can carry as many shields as it wants, NPC just don't understand it .

No, because shields are not held in the hand to begin with.  It might say "hand" in DF but that's just because the only current difference between a hand and an arm in DF is the hand's ability to hold things.
Anyone who says otherwise clearly hasn't done their research.
Though I'm really not sure how you could fit multiple shields on one arm...

You in theory could strap on several small ones. Ive seen a movie where someone put a buckler on his forearm and proximal arm for each side (thats 4 bucklers, 2 on an arm). But then again DF considers bucklers and shields to be different.
