I think the problem may simply be that she isn't as huge a bitch as Noir is a/an [insulting noun].

His last run in with winged trolls ended with him being temporarily stopped in time and the troll escaping. He probable figured Vriska could stop time like Aradia, or could pull out some other weird power that would make killing her more trouble than it's worth. And he doesn't care about compelling duels anymore.

Still though, his compulsion to stab things could have easily overpowered his ability to think things through first.

 It also seems the rules for the game were well apparent for the citizens of Derse/Skaia, whose folktales were what was going to happen in the session. Jack probably remembered the tales on the god kids and how they couldn't be killed after trying it multiple times. Where is the thrill in killing a foe that won't stay dead? Why go through the frustrations he went through before when there is a nice juicy bundle of other kids to murderize?

 I think John just sorta saved Vriskas life by making Jack pissed off at god-kids.

Well, Jack seems to have gotten crueler even since the Rift, going by his earlier internal monologues.  Maybe he wants to make Vriska watch, then he'll try to kill her.  Just to prove the point.  Then again, he's never been big on plans or consistency, so maybe he's just fucking around.

Yeah, if anything, that's a plus. Sure, he has the whole universe at his disposal, but you can only do fly-by stabbings on everything you see for so long until you run out of resources. I also assume that they still feel the pain of the stabbing, which would probably be another bonus for him.

 There are a lot of assumptions about what exactly about killing Jack likes. None of us can really be right about this as his motivations have only ever been citing killing itself and never the other things related to it.

 He's not programmed to be murderer. He's just programmed to defy authority because the authority makes him do soul-crushingly boring work. Killing is just a huge thrill he can engage in, being beyond a god and all.
