They dident want it to go to waste so they blew it up(so that gulls and crap can eat it).

1. It would take an army of gulls to take down some of these chunks.
 2. Such a concentration of gulls is unhealthy. If a festering whale was going to be a problem, gull remains and wastes would be one as well.
 
 Thinking about this, there really are not too many options. The best non-explosive plan I got is a tugboat trying to drag it back to sea.

 Any mound of sand that close to the surf would quickly erode away to reveal the whale. If they made it away, they would just use that movement device to dump it into the ocean. If they dig a pit next to it and dump the whale in, the fumes of decomposition would still get out. Might as well just leave it out.

why didn't they drape something over top of the whale, so the pieces don't go flying everywhere? that's the first thing I thought of. They could've also inserted some of the explosives into the whale, or distributed explosives around the whale and not have them on one side only.

Yes lets put a tarp over the whale, that would stop the peices from flying around...
