I've heard of satires where animals vote and have more sense than regular humans.

Haha, death squad toddlers. The first part of that comment brings to mind Orwell's Animal Farm.

It reminds me of the real-life factions of some war-torn African Countries.  Many of them use child soldiers.

How so?  I'd think the children would be better off raised by the LCS than the factories...

I got a pair of them from the factories myself. Set them up to be Heirs to the Throne should the founder die. Got them to 1000 juice by influencing juries, had the awesome founder that I posted about in another thread teach theme everything he knew, and he knew everything. Literally maxed out in every-non weapon skill except psychology.

It's a good point.  At least the dodge skill should be more likely (which it may be already).
