You can, but its cheating/modding.

For the first affect that can be gained from upping the frame rate in the init? files. Good for early fortress before it murders your cpu.

The other is modding the dwarf race to walk faster. But I don't know how to do that.

Versly you can just slow the kobolds.

Ask in the mod'ing sub-forum - it's not that hard to do.  But yes, it's technically cheating.  (Not that anyone but you will know - make the game "fun" for you, that's what's important.)

Alternately (and within the vanilla game), just improve your dwarfs' attributes, and hope for better Agility.  An Extremely Agile dwarf can catch those buggers.

Look up "cross-training" in the wiki for suggestions.  Not a bad plan anyway.

[SPEED:] is the tag you want to add to the raws for dwarves.
lessee 750(or is it 650?) will make them walk as fast as elves, 1 will make them move at LIGHTSPEED GODDAMN!

I will note that that tag can make the game nigh unlose-able, as the faster your dwarves are, the more hits they can get in before an enemy even has time to react.

might I suggest training your dwarfs?
Everyone (except nobles ofc) get drafted into my militia-program as soon as they arrive. There they are trained to adept proficient wrestlers while wearing armour and shield, whereupon they are trained with hammers until their wrestling is at expert or professional... then they go to the pump-room.
So in the end, they have 4 attributes minimum and likely a bit faster. Also, they can actually lift gold-ore.
Also a + is, that they can squish some lonely kobolds when being surprised outside ^^
Step 3: Profit!

Personally, I start my Miner with two points in Unarmed, five in Mining (just so he doesnt complain about the draft), and make sure he levels up as much as possible early on, always having mining jobs to do.

If he doesnt get Agility+, I'll either build a Pump and make him the only operator, keeping him growing stronger, or restart and hope for a faster dwarf.

Pump iron, and get Perfectly Agile! Sprint faster than a fleeing Elf!
