Is it Normal to Have Towns Filled to the Brink with Elites?

It really gets ridiculous when even the shopkeepers are legendary wrestlers...

Yes, depending on the town history.
I genned one world to the year 2008.....

One human town sacked a kobold civ ten times, and killed thousands of elves. Everyone had a title, priests, shopkeepers, almost everyone. And kobold prisoners made up a quarter of the population. :D
The creepy part? Everyone in the civ all wore iron masks.

Check the history. Sometimes, the Elves will decide that a human town really needs killing, and will throw 600-odd elves at it every year or so, often for 50 or more years. The inhabitants of the town either become legendary warriors, or die.

On the plus side it does give you an endgame possibility as destroying the Elite legendary towns populated entirely by warriors of death can be very difficult

hooray! i got sig'd,

On topic though, this town is the PERFECT place to practice your fighting skills, as (hopefully) the villagers won't turn into a fine red mist, like all the peons you probably plowed through to get to said town.

I reccommend  training hammers.

Or embark on it, im sure the townsfolk will have lots of nice trinkets for you to appropriate.

If you want to kill them, do what I do: kill them in the night while they are asleep. They seem to not mind being killed while asleep.  :D

sounds like DF alright. when the goblins have passed the fortifications and are in the dining room playing pinata with the nobles children, the dwarf military is off sleeping or drinking.
