If this "alliance" is genuine, I guess I would have it be a 3-way victory.

Actually, no. Servant Corps, feel free to end the game whenever you want. Nothing Pandarsenic can do now can affect the outcome. I'm sure you agree that mutual victory is acceptable, right?
