a rate of fire 0/0/5 means it fires five bullets  on fully automatic fire with each bullet doing the weapons damage value (this means rapid fire weapons can do A LOT of damage, but each shot goes up against damage reduction individually)

a rate of 1/0/0 means the gun fires a single shot.

basically it goes:  Single shot/ semi auto/ full auto

I should also mention that EACH shot fired from a weapon is rolled to hit individually.
