I'm pretty sure, though I don't recall it offhand. Really, the process is simple. just draw each icon in a regular grid and save it as a .PNG with a transparent background.
Ya...Lets say I have no Idea how to use photoshop. And I would love to avoid using it.

What is a transparent backround? And where can I find the original tileset in my folder so I can look at it?

Tilesets go in /data/art.  Transparent backgrounds are areas of the image that are, well, transparent.  You're going to have to use some kind of grown-up image editor -- I don't think MSPaint does PNG transparency.

Do you mean like everything thats the backround is one color, such as black...but the default for DF is like pink or something, so anything that isnt the tile is pink...

right?

I advise paint.net. Or pain.net. Either one.

The nice thing about transparency versus magenta-key is that you can have a pixel that blends the foreground and background colors. Here's the rules:

BLACK pixels are always black, no matter the foreground or background
WHITE pixels are the foreground
TRANSPARENT pixels are the background
50% BLACK/50% WHITE is a color that is half as bright as the foreground.
50% BLACK/50% TRANSPARENT is a color that is half as bright as the background.
50% WHITE/ 50% TRANSPARENT is a blend of the fore- and background colors.
50% OF EACH (yes, for a total of 150%) is a darkened blend of the fore- and background.

I've always felt that one is not truly a DF player until one has made a tileset; it doesn't have to be a good set, or one you use yourself, you just have to make it.

i have no idea what any of that means.

Please look at the pretty pictures in this article.  Partial transparency is a very simple concept.  It's like looking at a painting through a smoked glass window.

I just want to make a tileset.
I just want to make something like a barrel, and any part of it that isnt barrel, i put in a single color, that color ingame turns into nothing and shows the background.
