Really, this is just getting out of hand.  Turn's done, with no shots fired.

On the year 5010, al-Malik forces begun reclaiming the world of Malignatus. The resistance encountered so far was limited.
Sir Robin has been extracted from the surface and is due to return to Istakhr to recuperate and undergo some training.

turn done.

Il Palazzo is using Stigmatia troops to invade Malignatius...

Don't worry too much Mainiac, I'm locked in as Fleet Commander, and part of my commitment to that office is to maintain physical honesty as Space Police.  Palazzo will keep the Garrison secure, even if I have to blockade him to it.  You will stop attacking him, even if I have to blow you out of the sky.

Whatever happened to this guy?

Two shiny transports?  Oh, Il Palazzo, you shouldn't have!  It's not even my birthday!

I really am going to have to crowbar you two apart, aren't I?  Fine.

Any vessels, Halan or Malik, entering Malignatus space will be fired upon, until you two can either work out a peace agreement, or one of you convinces me of your side of the problem.

Or this violence lasts until I'm no longer Master of the Fleet.  At which, may the Pancreator help us all.

Hey, I'm not doing anything except defending myself here.  I've refrained from making any offensive action.  I allowed his noble to escape unharmed, as you requested.

Il Palazzo explicitly promised not to send people to Malignatius.  And then he did.  With the use of ministry troops.

I need to bring troops into the system next turn to defend what is mine by our previous treaty.  Il Palazzo has need to be in the system in the first place.  Therefore, I humbly request that you kick him out of it.

I admit that his use of Stigmata transports and legions is a gross violation of the very agreements that got him elected in the first place.  I'm hesitant to destroy Ministry forces, but you're perfectly entitled to do so yourself if he's going to use them against you.

How generous.  First you strip away my ability to defend myself, then you magnanimously tell me that I have a right to self defense.

This is Palazzo you're talking about.  Surely you can handle whatever beachhead he can muster on Malignatus.  If not, then I don't think the few units I've damaged were going to help anyway.

No offense Palazzo, but speaking personally, I think he can take you.

Sure, I can take him.  I have assembled a task force for that exact purpose which is more then sufficient to the task.  However you have asserted the bizarre principle that I am not allowed to defend myself.  It is a very strange "neutrality" you maintain, letting him bring in all his troops and then asserting that I can bring in none.  I ask you again, are you neutral or not?

I was unaware of Palazzo's full intentions until he made his latest moves.  Treacherous though he be, I had to give him the benefit of the doubt that he was actually evacuating.  Not having any forces save space vessels, I can't see what's happening on Malignatus in real time, but to best of my knowledge at last look he had no forces actually on the ground.  The Stigmata transport was, perhaps, evidence enough that his intentions were anything but peaceful, but as I said I'm loath to damage the resources of the other Ministries, especially the Garrison.

Again, all vessels will be subject to the punitive blockade, but you are both fully entitled to fight as you like on the surface.  Just keep all your ships there as well, until the matter can be settled.  Palazzo is the Regent after all, but my patience for your and (especially) his constant squabbling has run out.

Again, all vessels will be subject to the punitive blockade,

For me this is as restriction as open warfare.  For him, this is no inhibition at all because you are shutting the barn door after the horse is about five counties away and you burnt the barn down with a flamethrower.

I'm starting to see why you two get along so well.

You control the entire planet.  Palazzo can't have much more than a half dozen units down there, and I'll blast any more of his transports that arrive.  Deal with the problem with the substantial forces that I know you have on the surface, don't bring in any ships until you're finished, and quit whining about it.

I am not Palazzo, and I will not play your little games.

I warned all of you upon my appointment to Fleetmaster of the consequences of participating in further hostilities.  If enforcing an arbitrary semblance of galactic status quo isn't my job, the really, what is the Fleet for?

How so, Regent Master of the Fleet?
