In the meantime think of the exact terms of peace you'd like to see or something.

Dude, you turned down my offer for peace with one word and didn't make a counter offer beyond demanding that I retreat from Malignatius.

Last time I held back when I had the upper hand, you started encroaching on me immediately.

And this is all very hypocritical coming from you.  Ten turns back, I was offering you 4000 firebirds for peace.  You responded by bombarding my cities and looting my farms.  One good turn deserves another.

Those were not separate offers.  You can't say "sure, I'll accept you making concessions, but don't expect me to do the same!"  Diplomacy is a two way street.  So long as you expect me to make all the concessions, there can be no meaningful negotiation.

Henceforth let it be known that house Li Halan can be considered to be in a state of perpetual war with perfidious al-Malik.  Peaceful co-existance with them appears to be impossible.  We shall endeavor to render them unable to deal additional harm to the saner residents of the galaxy.

Seems like a big nerf to 'excommunication'. I would assume that you would be considered a heretic for a long long time until you finally bribe the Pope-like figure.
