And this is all very hypocritical coming from you.  Ten turns back, I was offering you 4000 firebirds for peace.  You responded by bombarding my cities and looting my farms.  One good turn deserves another.

Chi Kao, "dude", I did agree to your offer. To this one:

Your troops will be given food and allowed to retain their lives, arms and standards.  Should you prove yourself willing to refrain from aggression in the future, I am still willing to consider an agreement to divide the planet.

But I did not agree to the other one you've made, mainly:

You are looking for territory in which to expand, right?  If you were garrison commander, you'd have plenty of planets to settle, and plenty of troops with which to conquer them.  Even Stigmatia itself has valuable territory for a player as nearby as you.  You could claim tons of exotics, food, metal and energy.  Plus, with the garrisons resources, you can quickly expand your small settlement.

In the name of peace, I'm willing to step aside and let you become commander, so that you have more productive outlets for your aggression.  But you are going to have play ball in return.  Basically, it boils down to this, either you can be with me, or you can be against me.

What playing ball entails:
1) You pledge (in game) me your vote in the turn 30 election.  In return, I pledge (in game) to give you the garrison if elected and will make who ever becomes fleet commander promise to continue to offer you the support of the fleet.
2) You strike any technology you currently have for military ships.  I offer you space station tech in replacement.  You may build transports for your troops and you may build space stations stations for defense.  I don't want a buildup of space forces leading to another war.
In return, I will refrain from a buildup of land forces.  I won't send transports to Criticorum or Malignatius without notifying you and telling you the cargo.  A few tracker legions as observers could be tolerated.
3) A clear division of territory.  You publicly promise not to touch Malignatius or Criticorum, and I publicly promise to stay away from Istakhr, Aylon, Shaprut and Gwynneth.
4) I will back you up with my fleet should someone declare war on you and launch an invasion of one of your planets.  I won't back you up if you are the aggressor.

So please, don't call my hypocrytical when you're not agreeing to your own peace offers.

Those were not separate offers.  You can't say "sure, I'll accept you making concessions, but don't expect me to do the same!"  Diplomacy is a two way street.  So long as you expect me to make all the concessions, there can be no meaningful negotiation.

Seems like a big nerf to 'excommunication'. I would assume that you would be considered a heretic for a long long time until you finally bribe the Pope-like figure.
