A) Avatar was made in America where the racial choices were very much intended AND as a lot of people say they would have forgiven the child actor choices were they any good.
B) Dragonball Evolution sucks full stop... and Goku isn't Japanese or even fantasy Japanese... or even Fantasy Asian (as Dragon Ball is sort of a melting pot of cultures)
The rule of racism is: If the character is intended to be part of the majority, then that role may be played by any person regardless of race.
Unless it is racist for Japan to remake Annie and make her Japanese

Though I will say I always laugh whenever there is an anime, manga, or something... where they do this extreme matrilineal lines in order to connect a Japanese born character to some historical character from Europe.
My favorite is when they connect them to Jean D'Arc.
In fact a lot of anime have this odd obsession with Jean D'Arc... Including one that is about a love between Noba Odunaga (dang I got that name wrong... what is wrong with me) and Jean D'arc... involving time travel shenanigans.
Though I can see why Japan would love the idea of Jean D'Arc. Many shows have actually paid tribute to her in subtle ways you wouldn't notice.
